If an existing building (school) request a certificate of occupancy (CO) on a building that was not inspected by the local AHJ, how can that school achieve the CO?

Is it possible to get a CO if inspected by a third party? even after the structure is occupied? Are they just out of luck?

Building was built and occupied and no CO was issued.

IMO, if the uninspected school is located in the jurisdiction of the
AHJ, then that AHJ should have the authority to require or perform
the required inspections necessary to issue the C.O., unless the
school district has more political power than the AHJ. That's the
case here! The local school district gets whatever they want,
without any fees or costs to the school district. All free
gratis! :censored

globe thanks for the reply!

The school was build before I arrived and is occupied. Now they want a CO so they can have a daycare. The state requires a CO which they do not have.

The contrator has contacted the AHJ for a CO. No Co was issued and the question now is how can you aquire the CO after? Any idea, third party?

We have, on occasion, performed inspections as requested by the
school district, after-the-fact. Mostly as a courtesy inspection, and
not for any code violations. If / when any code violations were found,
they were usually dismissed by the powers that be. Essentially,
the powers that be required our AHJ to not only condone their total
disregard for any type of real code compliance, but to also endorse
it in writing with the issuance of a C.O.

FWIW, Alias isn't the only one with high frustration levels.

in california the state issues c of o for state funded schools. ahj does privately funded schools. Would i issue a c of o for this one? probably not.

Did they have permits and inspections? Check your state laws...Here, only the State Building Inspector can waive code requirements (including everything you need for a CofO) and that would be our only option.....Someone might be able to do a code analysis and determine that if the structure was built as a school it should work as a daycare and CO that work.....

If your department did not permit and inspect the construction then you cannot issue a CO

111.2 Certificate issued.
After the building official inspects the building or structure and finds no violations of the provisions of this code or other laws that are enforced by the department of building safety, the building official shall issue a certificate of occupancy that contains the following:
