When you are reviewing a set of drawings and documents, how do you relay the comments and information to the applicant? Email? PDF report? Something else?
 
Marked plans and summary report are uploaded to their permit. Email is sent letting them know that the plans have been uploaded.
 
I'm on the receiving end. For comments, we often get emails with attached PDFs or (on rare occasions) word documents. For anything else, it's usually either a permit tech emailing us directly or us receiving an email notification that something has been updated on the online permit portal.

Only a few jurisdictions I work in have half-decent online permit software. Applicants only really use it for status checks. Email seems to be the preferred method for most jurisitication in my area (only one in the 10 closets cities to me has a online permit portal where you can upload or download documents for a permit).
 
As someone else on the receiving end, my favorite method is a PDF of the drawings with the comments directly on the drawings, though a separate word document that clearly indicates which sheet each comment is referring to is also welcome. I am fine with an email attachment or with a download link (ie dropbox). I don't mind using a portal, but access-wise this can be a bit of a pain, as portals typically require an account and not everyone who needs to see the comments will have the log-in information for that account, so that adds an extra step.
 
We don't use any software for plan review except for basic Microsoft stuff and don't accept plans on an email or any other way electronically.
We operate the same. Paper applications and email communications after that. However, this is subject to change.
 
The Oregon Building Codes Division has provided E-Permitting to the jurisdictions within the State. It uses Accela, and also provides simple licensing for Bluebeam. Oregon has mandated that all jurisdictions have to provide electronic plan review, permitting and inspections reporting by January 1, 2025.

Permitting software generates, and email, and the letter is available in the applicant's online account in the permitting portal. Quick, simple, and easy.
 
Our office sends out all communications by email. It's normal for anything of note to have a separate plans review document as a .pdf.

Here's a sample from a more complex building.... the idea is that it essentially documents that I've done my due diligence.
