Level 1 Alteration & Electrical Panels

I have an existing facility that is planned to undergo a Level 1 Alteration.
The `15 I-Codes, the ABA and the UFC Codes & Standards are applicable.

The submitted plans do not mention or indicate any updating to the existing
electrical panels in this facility.......For sake of discussion, I will "assume"
that all of the existing electrical panels are non-compliant, ...do not have the
correct identification of each circuit, or no identification of each circuit.

QUESTION: Can I "require" all electrical panels to be correctly identified

and each of the circuits within [ RE: 2014 NEC, Article 408.4 ] ?.......I would
like to see an accurate electrical panel directory, complete with individual
circuit numbering and circuit breaker sizes; as well as, the correct
identification of the panel itself.......Most of the panel directories I have seen
are mostly non-existent, poorly labeled & the font sizes too small.


Any input will be appreciated !.......As always, please submit the applicable
Code sections.

The plans indicate a replacement of all existing lighting
fixtures with energy efficient [ read - LED ] lighting,
replacement of the HVAC systems in some spaces [ not
all ] with mini-split A\C units, lots of painting, a new fire
sprinkler system throughout, re-striping of the Parking
Areas & replacement of some Parking Lot Lighting with
LED fixtures.......No reconfiguring of any spaces or
moving of walls.

Jeff or one of the other sparkies might be able to tell you when labeling came into the code (probably forever)....If that is the case, then the labeling would be required to be maintained...Just do it...
