What is Wrong with this Picture? Electrical Version

"Looped" conductors at the bottom not identified? Or the "non-standard" color identification...? Never seen blue and orange together before...

Keep them coming I print the pictures then ask my electrical inspector whats wrong. This took him a good minute to figure out but he found it.
