This was poor planning on the framing contractor's part as he/she should have looked at the bathroom layout a little closer and offset the joists or boxed in this area.

I have heard of projects where the plumbers and electricians were prohibited from having a chainsaw or sawzall on the project.
 
Yes, unfortunately common. "Think twice before cutting a structure ought to be the first rule.". NOT "S__t runs downhill" because sometimes, you have to pump it uphill.)
