"White Box" Plumbing Requirements

Are restrooms required for an unoccupied "white box" buildout? The client wants to demo part of their current mercantile occupant's space and add a demising wall for future retail space. I can't find a specific requirement for this. This space will remain unoccupied until they get a retail tenant. If they are required, would they also need to have a minimum of one restroom per gender? Thank you.
 
In Washington, we have a code amendment that allows for this.

2902.1 Minimum Number of Fixtures Plumbing fixtures shall be provided for the type of occupancy and in the minimum number shown in Table 2902.1. Uses not shown in Table 2902.1 shall be determined individually by the building official based on the occupancy which most nearly resembles the proposed occupancy. The number of occupants shall be determined by this code. Plumbing fixtures need not be provided for unoccupied buildings or facilities.
I do not see anything in the IBC as adopted by Illinois, but ask the AHJ. They may be able to put a hold on the property until a TI permit is pulled.
 
Noted on any white box plans:
" A certificate of occupancy will not be issued, and the building will not be used for any purpose until sanitary and exit facilities are provided under a separate permit"
 
Could you allow the unoccupied space to be without a concrete slab, gravel base until the tenant is determined?
 
Up to the AHJ. But here for a CO they always required at least one accessible rest room with an accessible route to it, emergency lighting, exit signs and sprinklers if required. Sometimes they need a c. o. to complete their contract and for insurance. Sprinklers will require heating.

Three seperate thoughts on this thread:
  • Cannot Be done with a Pre or Post tensioned slab. (NO Slab) based on soils conditions we have these all the time.
  • When I practiced Architecture, We would sometimes do a 5 foot "slab leave-out" in the rear, so a tenant could have flexibility. (also Cannot Be done with a Pre or Post tensioned slab).
  • regarding the C of O, Many financial institutions require them, we issue "certificates of completion". indicating that the "building shell" is done.
 
We have one going on now that has grade beams between the columns with no slab. As they do the TI's they can build to suit.
