Alterations vs Path of Travel Improvements

Scope: R & R existing main entry doors and hardware and remove RR barriers to access for a public school auditorium which lacks accessible seating.

? Does this "alteration" require providing accessible seating?
Could this be seen as a barrier removal project and not an alteration?
 
It turns out that the scope was part of a campus wide modernization.
If broken into smaller projects (3 or more) and the combination is within a 3 year period and the total cost exceeds 160k (+) they lose the 20% of cost exemption in CA .
 
So how much is for increasing accessibility? Those cost should not be included in the 3 year, $160,000 limit IMHO

305.7 Alterations affecting an area containing a primary function.
Where an alteration affects the accessibility to, or contains an area of primary function, the route to the primary function area shall be accessible. The accessible route to the primary function area shall include toilet facilities and drinking fountains serving the area of primary function.
Exceptions:
1. The costs of providing the accessible route are not required to exceed 20 percent of the costs of the alterations affecting the area of primary function.
2. This provision does not apply to alterations limited solely to windows, hardware, operating controls, electrical outlets and signs.
3. This provision does not apply to alterations limited solely to mechanical systems, electrical systems, installation or alteration of fire protection systems and abatement of hazardous materials.
4. This provision does not apply to alterations undertaken for the primary purpose of increasing the accessibility of a facility.
 
This entire project looks like barrier removal to me. I would not apply any of the costs towards the limit $$
 
"campuswide" modernization including the above items and alterations to other (primary function) areas, project value exceeds 2.6 mil.
Except 1 would not apply as cost of items listed would not exceed 400k

It's a Path of Travel project if it alters the primary function area (like auditorium).
