What Does "Permanent Part" Mean?

Many, if not most, of the signs I see leave the spaces blank. No jurisdiction has caught this that I've seen, and it's actually our Vehicle Code that determines what goes in these blanks. Anyways, my firm does a lot of tenant improvements, and an easy path of travel improvement we do is fixing these signs.

If an existing sign has those spaces blank, would an adhesive label with the appropriate information be sufficient to comply with the highlighted portion of this section? This is really nitpicky and no one seems to care one way or the other based on how many signs don't have that info on them... but I'm curious what others think.
