    Locate water closet. place the lavatory on any wall so it does not encroach into the required clear floor of the water closet or doors. Clear floor spaces for the fixtures may over lap. If space is liminited it may be tough.

    Whats the definition of function properly? Turn on and off, blow air, how cool? I agree with Mule on this one it is not required equipmet. If not a safety hazard I leave it alone. If it is in the lease to provide AC then its a matter between the landlord and tennant.

    Gravel Under Footings, Thickened Slabs, Any Concrete Bearing Item

    Gravel under footings Here were I am, we have exspansive soils so most enginers don't want gravel under the footings unless its very fine and tightly compacted because of the possiable accumulation of water.
