    In Missouri, it not only varies by municipality but also by who owns and operates the sanitary sewer system. In my jurisdiction, the homeowner is responsible for the sewer lateral up to the connection with the main.

    Globe, a landing would not be required because the garage door is not an exterior door. A landing would not be required at the top of the stairs into the garage if the door does not swing over the stairs per the exception to 06 IRC R311.5.4

    In the past, I have only allowed water tests on DWV. An unpopular decision with the plumbers during times of freezing temperatures, I assure you.

    Code, If you were dealing with the IRC, you are fine once you exit the structure. In dealing with the IBC, I would agree with Jim B. and say everything has to be maintained to the public way or 50' from the building. JMHO.

    We try to get residential issued in 3-4 days. Commercial, depending on the complexity of the project and quality of plans, I try to get out in 7 days.

    I have only ever seen one elevator in a single family structure. I wouldn't even really call it an elevator really, more like an oversized bank tube. We required the builder to get a special inspector.

    Ultimately, it is the decision of the AHJ whether or not the proposed changes meet the intent of the code. However, the building inspector still should deny the changes in writing.
