    April 2024 ICC hearings

Keep in mind the changes for this cycle. At CAH #1 all proposals are heard and voted on. The only proposals moving to CAH #2 are ones that receive comments and they must be presented. If a proposal does not receive a comment it goes directly to the PCH. Excerpts from CP28-05

Plan Review Software - a different question

We use bluebeam as a standalone for plan reviews and inspections. You can easily share sessions in real time. Bluebeam is inexpensive when compared to many other options.

    Diagrams - Draft or Reference?

The contractors do not follow the diagrams. They continue to install "like they have for the past 20 years". Even some Architect's don't follow their own information. Completed a review last week that showed a detail that contradicted the accessibility requirements depicted on another sheet.

    2024 IECC

Here is an another issue; If you eliminate the fossil-fuels and only limit to electrification you eliminate any and all future changes in technology. Someone invents a widget to provide energy to your home or a new way of cooking that does not require electricity. After all of this hearing crap...

    How do you handle resubmittals?

We review the revised sheets and if approved, require the submitted of an updated conformed set of documents.

Building Safety vs. Political Pressure: The Tightrope of Third-Party Inspection Agencies

We use third-party inspectors for specialized projects and currently have two on one project. We meet with them almost everyday to review progress and discuss any issues with the project.

NEC 408.4 - Are You Inspecting To Code at Electrical Final?

We check labeling and receptacles as part of our final inspections and have failed finals for no panel labels.

Redefining Public Perception: How Are Building Departments Transforming Their Image?

We encourage pre-consultation meetings before submission of an application and plans. Generally like to do this at the DD phase of a project. I am also fortunate to have two contract inspectors for e Great Wolf Lodge construction project.

Why Is The Release Of The 2024 IRC Delayed?

The main reason for the delay is the energy provisions. The IRC cannot be completed until the IECC is finalized.

Another plea for a major revision in residential codes

Currently , most modular construction does not have to follow the same inspection processes as out in the field. Some prime examples are dwv testing, nailplate installations and draftstopping. We had a modular home and the plumber did not want to do a dwv test "because it was done in the...

The Importance of Thoughtful Communication in the Building Code Forum

Very well said and we all can learn from it.

    Statement of Special Inspections

The CASE form 101 is not an acceptable form to use as it is based on the 2003 IBC. This was developed by the CT structural engineers. When I see this form, I reject the SSI form and ask for a new and accurate document to be submitted for review.

    Horizontal exit?

Only if the RDP identifies it as an HE and it meets all of the criteria. If an HE is not called for on the construction documents, then one does not exist. In the situation of a exiting through a firewall, then the occupant load would be cumulative.

    Engineer or Special Inspector

EOR must review and sign off. SI do not have the qualifications or authority to sign off on this "repair"

The Crisis of Code Complacency: A Reality Check on Inspector Integrity

Well said and agree. I am fortunate that my management understands and will support us as long as we can point to it in the code or our regulations.

Occupancy Group for Electrical Rooms and Mechanical Rooms?

Generally they are an accessory use and use the accessory storage areas, mechanical equipment room occupant load factor of 300 gross (T-1004.5) for calculating the occupant load

Tying Roof Drains Into the Footer Drain

Introduced a code proposal for the 2024 IRC to address this issue and it was denied. The weak reasoning they gave was "it is a local issue". But look forward to it again for the 2027 IRC cycle

    Air test plastic DWV

Bit of information, if you research cast iron, copper, glass and other plumbing pipe manufacturers and standards you will discover they will tell you not to test with air alone. Some will allow a hydrostatic test. Another bit of information; most of the caps used for testing are only listed for...

    Third party inspections

Should the IRC/IBC Require Fire Extinguishers in Dwelling Units in the Absence of IFC Adoption

NO...since many do not know how to properly use them and they would not be maintained.

A Question About The Role of Building Departments

The original intent was for the fees to supplement the expenses of the department. That is why ICC publishes the building valuation information on a quarterly basis. Many states and municipalities do not permit the use of enterprise funds so all revenue goes to the general fund. This revenues...

Why You Shouldn't Integrate Your Permitting Software With Bluebeam

Bluebeam is a good tool and not expensive. I would not want to integrate it with a permitting program. We use sessions for collaboration and field inspections and once the review is completed and the project is closed out we download the documents form the session for permanent storage.

Thoughts on "leave one wall standing" in order to avoid variances, other issues etc...

IN CT you can tear the whole structure down and rebuild and not require a variance, provided you are in the same footprint, location and volume of the previous structure.

NFPA 58 Underground LPG Tank Clearance Requirements

NFPA 58 has a document showing the measurement is to the property line if the adjacent property can be built upon. It also shows the tank being closer to the property line if the adjacent property cannot be built upon, such as a road.
