2009 IECC Metal Building

I am running COMcheck on a prefab metal building. The building is in the 2009 IECC. We are using rolls of R19 on the roof and Walls. Can I consider this continuous since the batts run over the purlins? We are also using Thermal blocks on the roof but COMcheck for 2009 IECC doesn't take this into consideration.

No, I would not consider it continuous since the thermal blocks are most likely only R-5. COMcheck may not be appropriate for a pre-engineered metal building? You may want to look at the 2009 IECC Table 502.1.2 for Metal Buildings.
