Just heard the following in a CE hearing. City of Bradenton, FL adopted IPMC 2018 as ordinance:
CE guy Volker Reiss says all windows must have screens because all windows are required for ventilation in his opinion. Doors do not need screen (although Section 304.14 clearly say so) because not needed for ventilation in his opinion.
CE was asked by owner that IPMC says windows REQUIRED for ventilation equal about 8% of size of home per 402.1 and NOT all windows should need screens.
CE guy completely disregards that argument with "this is how we did that in the last 10 years..." and presses a potential $50 daily fine if not complied within 30 days equalling $365,000 potentially for not having window screens.

"Windows are required for ventilation. When open they let air in and out. Doors usually aren’t even though some people open them to let fresh air in.....
