Accessibility/ Historic Building

I'm converting a historical (bank) building into apartments.
If this was a change of occupancy in a non-historical building I would be required to provide Type B dwelling units, and (in this case) an elevator per A117.1 (for accessibility).
This building has an elevator but it doesn't meet the dimensional requirements of A117.1.
But Section 1205.15 and 1204.1 of EBC says that Type B dwelling units are not required in historical buildings.
And Section 1205.15 says that the provisions of Section 1012.8 shall apply which requires and accessible building entrance (which I could provide), and an accessible route to primary function area.
Is the primary function area the apartments? Do I need to provide an accessible route the apartments even though the apartments themselves are not required to be accessible?
