Accessibility - IBC 1104.4

Automotive Dealership with use groups B, S-1, S-2.

Existing second level (not sure if it’s a mezzanine or second floor yet) consisting of 2,650 sf. Occupant load is over 50. Per 1104.4, exception 1, an accessible route to the existing 2,650 sf level is not required since the area is less than 3,000 sf.

Another second level, 700 sf and unattached to the existing second level, is proposed for parts storage. Per 1104.4, exception 4, where a two-story building or facility has one story with an occupant load of 5 or fewer persons that does not contain public use space, that story shall not be required to be connected by an accessible route to the story above or below. The occupant load of this parts storage level will be less than 5.



Am I exempt from accessibility for both areas? I’m thinking that even though the parts area is exempt due to exception 4, the existing second level would now be required to have an accessible route since the aggregate area of stories and mezzanines exceed 3,000 sf.

Thoughts?

2009 IBC section 1104.4 Exception 1 clearly states that it applies to an aggregate area of stories and mezzanines of not more than 3000 sq ft.

Need to keep total area under 3000 sq ft or provide elevator to existing upper level offices and conference rooms. The parts area would still be exempt.

This is an existing facility you should be looking at Chapter 34 or the existing building code if adopted.

3411.7 is where you will start. Does the existing upper level contain a primary function area?

An elevator is not the only option.

3411.8.3 Platform lifts.

Platform (wheelchair) lifts complying with ICC A117.1 and installed in accordance with ASME A18.1 shall be permitted as a component of an accessible route.
 
Mech, the DP will have a choice of Ch 34 or the IEBC along with Chapter 9 of the IEBC if it is a change of use or occupancy classification. We try to steer them into the IEBC but it is their choice.
