If Type B dwelling units are not required in a building, is an accessible route required to the dwelling units?
I don't think so. Only section of Code I found to back that up is 1107.4 Accessible route, Exception 7: "An accessible route between stories is not required where Type B units are exempted by section 1107.7

Note that Exception #7 specifies that an accessible route between stories is not required where Type B units are exempted.

However, per the charging sentence of Section 1107.7, an accessible route is only required to be provided where the building is accessible or contains accessible units.

1107.4 Accessible Route
Not fewer than one accessible route shall connect accessible building or facility entrances with the primary entrance of each Accessible unit, Type A unit and Type B unit within the building or facility and with those exterior and interior spaces and facilities that serve the units.
Exceptions: (Exceptions not included for simplicity)

So, if there are no accessible units on a second or third floor then an accessible route is not required to those dwelling units, right?
My follow up to that is:
In IEBC chapter 1205, Exception says that Type B dwelling units required by 1107 of IBC not required in historical building.
Does that mean in a historical building undergoing a change of occupancy to an apartment building that non of the apartments are required to be accessible (Type B, Type A, Or Accessible units)?

Correct. If accessible units are not provided, and accessible route is not required.

If the new/remodeled building does not require any accessible type units, then an accessible route is not required. Keep in mind that common areas, leasing offices, etc. would still need to be accessible though. And those spaces, being accessible, need to be on an accessible route. I am not sure of your specifics, so I am hesitant to agree that no Type A or Type B units are required; however, if you can exempt them through either the IEBC or IBC Ch. 11, then you should be ok.
