Accessible vs adaptable WC centerlines

Does anyone know of the rationale allowing water closets in Type A units in ICC/ANSI A117.1-2003 to have centerline dimensions from a sidewall of 16" to 18" while Type B units are required to be 18"?
 
According to the commentary the 18 inches is the minimum needed for clearance if using a swing-up grab bar in lieu of a wall mounted

Swing-up grab bars are only permitted in a Type B dwelling unit
 
The latest ANSI A117.1-2009 now permits 16” to 18” on center from the adjacent wall for Type B Water Closets.

In speaking with the ICC a few years ago, this was what the Federal Fair Housing Act required for adaptable dwelling units and was never changed in the ANSI A117.1 versions unit the 2009 standard
