Apartment heat insulation rating

I've been looking into a few apartments near my area and noticed one of the property builders had mentioned they have apartments with heat insulated with a value of up to R-20. Is that a real thing? If yes, what is the ideal value I should look for? Considering the fact that temperature is only going up not down, I'd like my new home to be as resistant from heat as possible. Any help appreciated. The apartment I saw is in Kochi, Kerala, India.
 
Your primary concerns should be the coating applied to your glazing (windows). Your biggest heat gain will probably be windows, depending on if your apartment faces the sun. I would think R20 is sufficient in your climate.
