I know storage is obviously an area of higher hazard. I also have always assumed manufacturing/shipping areas are also an area of higher hazard. Please confirm if this is also everyone else's opinion.
 
So are you referring to IBC Section 1016.2 #5? If so, I believe the intent is storage rooms, as in smaller rooms dedicated purely to storage. It is not intended to prohibit egress travel through a S occupancy.

From the limited info you have provided, I would generally not have an issue if the employees working in a machine shop egressed through the shipping area, so long as the MOE was compliant for number of exits, travel distance CPET, etc. Shipping may have a slightly greater amount of combustible produces (i.e. cardboard shipping boxes); however, manufacturing (machine shops) typically would be higher hazard due to the shavings, oils, power, heat, etc. generated/used during operation.
