Building Permit required, or not

What say you'all?

Can a fabricator/installer of permanently affixed (to a patio, up against a wall or under a patio cover) outdoor kitchens (with sinks, cooking elements, frig) in residential backyards install these without a contractors license in California?
 
No .....if the cost exceeds $500.00
Permits are required.

Thank you, I do so hope you are right, the custom shop fabricated (in California) product, an outdoor residential kitchen with an 8' tall back wall for $9,700, was delivered in 3 sections by crane. It also required a plumber and electrician (permits to be obtained by property owner).
 
We would start with Planning Department approval. The patio cover is okay but odds are not good that another kitchen would be allowed. The structure is bound to be bound in place and that would require a building permit. Obviously there will be plumbing and electrical permits required.

However, if this is a glorified BBQ island there's an issue with placing it under a patio cover.....but not much else.
 
No patio cover, "U" shaped plan with an attached 8' tall wall on one wing. It is set on a concrete slab.

In CA, the sink cannot drain into sewer if uncovered. (rainwater cannot enter sewer).
All appliances must be Listed/rated for outdoor use.
 
Thank you Mark, good catch on the sink but ok if it is covered when not in use eh?
Could you please provide a code cite (CPC or CBC?)
