Changing lot lines, is it a subdivision?

Two adjoining tracts are owned by one individual. The line dividing these tracts is planned to be moved, keeping two tract but making one tract smaller and over to the corner instead of split down the middle. Since they have not created any new tracts, would this be a subdivision and would you require plat approval prior to issuing an Improvement Location Permit? Any comments appreciated.
 
We call this a Boundary Line Adjustment and do not consider it a subdivision. We require a survey They would be required to file an ammended plat for the record but there is no board approval required only zoning and building approval for setback and minimum lot sizes and coverage.

Same as mtlogcabin, we just call it a lot line adjustment. Where I am, a subdivision is more than 4 lots.

does the change make the smaller lot non conforming in any way? If not, does not to seem to be a problen.

Here in Ma the are call ANR, as in aproval not required, fully aproval not required under the subdivision control law
 
lot line adjustment here too. replatting filed with the county and typically approved administratively if there are not any non-conformance issues as noted by the commish.
