Chapter 12-7-4 Fire-Resistive Standards for Fire Door Assembly Tests

The fire marshal on our project is insisting on inspecting the fire rate door openings per Chapter 12-7-4 Fire-Resistive Standards for Fire Door Assembly Tests and not per NFPA 80. Our concerns are the reveals at the head, side and the door undercut requirement. This fire testing standard calls for the head and sides of the door and fame relationship to fit “snugly” and the door under cuts at a single door are 3/8” and a double door ¼”. NFPA 80 clearly states ¾” under cut is acceptable at all openings. This project is in California. Can the fire marshal change the building code standard to a more stringent fire door testing standard?

What are the codes in effect for this jurisdiction?
California Building Code 2016. This issue come about in the specifications for Hollow metal doors and frames. Under Reference Standards it calls out; "California SFM 12-7-4 - California Reference Standards Code, Chapter 12-7-4 Fire-Resistive Standards: Fire Door Assembly Tests. AND, under installation, it calls out; "Install fire rated units in accordance with California SFM 12-7-4.
