other than for accessibility does code dictate the height for water closets?

We have just completed a pre-k - 1st grade school. there are public restrooms that have normal height water closets and there are individual restrooms in the classrooms that use child height water closets. the school is requesting that the public restrooms be switched to also use child height water closets because they will primarily be used by students.

Massachusetts in it's Accessablity code allows for lower height in certain areas or a single lower in a public restroom but not all can be lower, what about teacher and visiting parents on parent's night?

" how would that change his knees being in his face? "
It wouldn't, but at least he could read his many, many e-mails !

If he gets the fancy Bionic Eyeballs with "receive & transmit" capabilities,
with a nuclear power cell implant, then he can send responses too !.........You
know that he has the money for it, and "we already have the technology"
to improve him !
