Clubhouse HOA Heaters

Hello

we are remodeling our clubhouses which were built in 1985 in Ventura County California. They currently have a wall mounted furnace for heating but they do not work. Question is, are we required to have a heating system in the clubhouse?

1204.1 Equipment and systems.
Interior spaces intended for human occupancy shall be provided with active or passive space-heating systems capable of maintaining an indoor temperature of not less than 68°F (20°C) at a point 3 feet (914 mm) above the floor on the design heating day.
Considering your average low in jan, feb and march is 47 degrees and your high is 66 degrees I would say yes you are required to provide heat.
