Code Adoption Planning

We (my province) are looking to develop a code adoption roadmap that will indicate the planned adoption of construction codes in our province for the next 8-10 years. Our province has a history of providing little to no notice of code adoption, resulting in designers having to make major adjustments to designs (sometimes almost completed designs) and trades not being trained to the proper codes. The objective is to give industry the heads up it needs in order to adapt to code changes before they are implemented, easing the transition.

How is code adoption planning handled in your state/province?
Do they publish a public document on the planned adoption?
What consultation do they do prior to deciding to adopt a code?
 
Starting a year in advance, we would start informing future applicants, going through the planning/development process the we were adopting the newest addition of code on January 1, XXXX. We also at the same time posted it on our web pages, Planning, Engineering and Building, the same info. Also then posted it physically in several locations of the Permitting and Planning counters. Plenty of notice, should not be a surprise. All the usally public postings required for the reading of, the hearing for, the final adoption by Council.
 
Virginia typically takes 3 years to adopt a new code. They start with the new ICC codes, rewrite Chapter 1 to conform to multiple state laws, and consider state amendments to other sections.

There are multiple hearings and meetings during the code development process.
Once the new code is finally adopted there is a one year grace period for buildings under design to continue to use the previous edition.
