Does your AHJ issue a C of O for a tenant finish?

I'm wondering if your AHJ issues a CO for a tenant finish since one was issued on the main building to start with.

As tenants come and go and the occupancy changes do you continue to issue CO's to each new tenant?

On shell buildings our city issues a Certificate of Completion at final inspection. Tenants need to obtain a Permit for any work to be done to the suite, which would includes a C of O inspection.

Our Building Department does not issue a CO for Building Shells, similarly we offer a Final Inspection Report indicating pass or fail. The Building Shell is not designed for occupancy on it's own. That is what the tenant finish permits are for, and that is when we issue our COs.
 
Our policy is similar that described above. Certificate of Completion at shell final, Certifcate of Occupancy on the build-out OR occupancy of the space. Under special circumstances, we will issue a Temporary Certificate of Occupancy to the building owner / contractor (other than the final occupant) to allow use of the space during transition to a tenant space (temporary storage, office space, etc.). Limitations are detailed as a condition of the TCO and monitored by the FM.
 
A CO should be required in the event of a change of occupancy, in order to determine if the use has changed. Change of use could kick in many requirements for IEBC chapter 9
 
Yes for any work that requires a permit

in most instance it will require some adjustments to fire supression / alarm / detection

electrical Hvac etc so even though same church same pew the C of U&O is updated

many times to a newer better faster code as well which is listed on C of U&O.

If work is finish and minor in nature we issue a Letter of Completion which adresses the work completed by that permit

as complete and the original C of U&O stays in place.
 
I have been issuing TCO & CO on the tenant finishes as I do the review & inspections, then issue a CO. It has worked so far but I was issuing the shell CO as well because the contractor wants at least a TCO to get paid, then he wants the CO to get a final check. It must be the way contracts are written to assure construction gets to certain steps for bank payouts. But this is the first time I have heard of the (CC)Certificate of Completion. I was following IBC section 110.

Could the CC be added to the code? Has any one proposed it? It seems to work for most of you!

110.3.10 Final inspection.

The final inspection shall be made after all work required by the building permit is completed.

If it is a shell permit then the building permit is completed when the work authorized under that permit is finished hence a final inspection report or a certificate of completion basically the same thing

A Certificate of Occupancy is giving permission to occupy or use a structure. You do not want to do this with a shell building.

That makes since to me, it has been the tenant finishes that the contractors have been asking for the CO's.

So I'm good, it appears I haven't done it wrong yet.

In our jurisdiction we just sign the inspection card for shell final. The card is there record of completion. And then as the Tenant Improvements are Finaled we issue C of O for each space.
 
Pretty much what everyone says here...unfortunately old dogs are hard to re-train even when logic is used.
