Double Flashing on decks

The GA amendments to the 2018 IRC require flashing over top AND BEHIND the ledger on decks. Most of the time when we pay our first visit, it's the footing inspection, and the deck is already half built. Too late to add the flashing without a great deal of difficulty. Any one know of a good fix at this point, or is everyone making them pull the deck away from the house and adding the flashing?
 
The contractor should call for the footing inspection before getting that far. And just because they “forgot” to flash it properly (we always do it this way) and it’s covered up (the inspector in the other county says it’s ok) is no excuse ... uncover and do it right.

Charles, it appears that this section of your code is still in play.

Section R105.4 Validity of permit.
The issuance or granting of a permit shall not be construed to be a
permit for, or an approval of, any violation of any of the provisions of
this code or of any other ordinance of the jurisdiction. Permits
presuming to give authority to violate or cancel the provisions of this
code or other ordinances of the jurisdiction shall not be valid. The
issuance of a permit based on construction documents and other data
shall not prevent the building official from requiring the correction of
errors in the construction documents and other data. The building
official is authorized to prevent occupancy or use of a structure wherein
violation of this code or of any other ordinances of this jurisdiction.

This says the permit holder is responsible to know and follow the code even if the plan reviewer missed the call.
Aside from making the correction (I bet they won't make the same mistake twice), the only other solution would be R104.11 alternate means and methods. i.e. an engineered solution. $$$
 
I include an isometric, layered deck ledger flashing detail in every set of plans that includes a deck...solve the problem before permit is issued and put the onus of compliance on the builder.

None of that "well nobody told me!" crap
 
Only had it happen once. House was sided, builder tried to slide flashing behind J-channel, of course it only went as far as the nails. No go. Had him remove the J-channel and the first course of siding to flash properly. He hasn't forgotten again.
