Duplex roofing code compliance

Long story. Have two story duplex address 1 and 2. Always owner occupied. Roofing company pulls permit. Re-roof with inspections and final on address 1. Look up online and see code violation on address 2. The building on Google Maps shows address 2 which is the one that received the complain. Code enforcement shows “ things that happen at night or on weekends”. This complaint is day after initial inspection and after spending previous night making lots of noise AFTER roofing company leaves for the day. We were cleaning up with very loud vacuums and cutting some wood the inspector wanted replaced.

Now code enforcement has changed on address 2 (not the one with the permit) to “construction done without permit or inspection“ pending scheduling. But we are only doing the roofing. Address 1&2 are in same two story building. No other construction currently going on. There may be old items that were here 20 years ago when we moved in. All other items have been permitted such as electrical, plumbing, roofing. Confused as to why we have a potential code violation for this when we had a permit on address 1 that states duplex. Will we actually hear from inspector and should we call them?
 
The roofing permit has nothing to do with other code enforcement issues, completely separate. End of story, unless there is a local ordinance that ties everything on the property together somehow.
 
This is a local question. Here if the duplex has one owner then it will get a single permit with both addresses. If individually owned separate permits and need some kind of divider/flashing to separate the two sides.
