Elevator in stairwell

Stairwell question
This is a 2-story with a basement building. IBC 2015, Business Use, Type 3b construction. Not sprinklered.
The project is adding a 20' rear addition with an exit stair, and elevator.

Can the existing building discharge into a new 2-hr. rated stairwell/ grade discharge with a new elevator in the stairwell allowable?

If not can I enclose just the stair in 2-hr construction, and have it discharge into a new elevator lobby at level 1, that discharges onto the street?

They can't share a shaft, if the elevator is not for egress, not sure I would allow it to penetrate an exit enclosure either....

And why 2 hours?
 
1023.4 Openings.
Interior exit stairway and ramp opening protectives shall be in accordance with the requirements of Section 716.

Openings in interior exit stairways and ramps other than unprotected exterior openings shall be limited to those required for exit access to the enclosure from normally occupied spaces and for egress from the enclosure.

Elevators shall not open into interior exit stairways and ramps.

Thank you for the comments. I am rearranging the plan to avoid egress through an elevator lobby. I'll repost the revision tomorrow.
Clearly, a 2-hour separation is incorrect. I am not sure what it should be or where to look in the code. Can you help direct?
