Enhancing accessibility for existing buildings in Indiana

Can anyone cite the applicable code and section number for enhancing the accessibility of existing buildings in Indiana?

According to the Indiana amendments, the applicable 2014 Indiana Building code sections for accessibility in existing buildings have been deleted without substitution, both Sections 1103.2 and 3411.
 
After running through the bureaucratic gauntlet, it was admitted that Indiana has NO provision to upgrade the accessibility of a building undergoing alterations. The ADA applies in this situation for this state.
 
That is true, first responsible party is the property owner/entity.
As to transferring responsibility to a tenant that is debateable as the title holder remains ultimately responsible if/when the tenant
vacates and typically reviews and approves tenant plans prior to construction.
 
I’m talking about commercial leases. Businesses. Might be ... probably is ... different for residential.
In commercial, the LL would be responsible for compliance with anything that is common area. And then the Tenants would see an uptick in the CAM charges for next year to cover the cost. The tenant is responsible for everything within the space. Usually the LL covers roof, foundation and exterior walls, but not glass. Also hvac if it serves multiple tenants, any common parking areas, etc.
