Is there a LSC or other code reference that specifically mentions requiring "evacuation devices", stairway evac chairs, etc for commercial buildings?

From the `06 IBC, Section 1007: RE:Section 1007.2.1 - Elevators

required & Section 1007.5 - Platform lifts come to mind.

If you're asking for stairway chair lifts in commercial stairwells, the answer is no. If you are asking about areas of refuge in stairways, it depends on the IBC edition you are under.
