Existing building - change of occupancy - elevator required for accessibility?

We are looking at an existing building - circa 1950's - it's a B occupancy office building and we are looking at changing it to a R-2 (public, government property). We are trying to determine if we need to find a way to install an elevator for accessibility. The question was, if we make sure that all the accessible units are located on the first floor, along with all amenities/services then are we ok? There would be no accessible route to the units on the 2nd and 3rd floor.
 
IEBC 305.4.2 for a complete change of occupancy would require an accessible route to the areas of primary function. But if all the required accessible units are on the ground floor then there wouldn't be an area of primary function to provide a route to.
 
Be "very" careful with this, there are modular elevator towers now available that if used would make for a more rentable and useable building.
Its worth the investment. You still have to upgrade the RR's and door hardware on 2 & 3.

thanks, I'm not familiar with the modular elevator towers - I will certainly look into them. The way the building is set up we would probably need either 2 of those towers or 1 elev with an addition that connects the two existing wings of the building. what is the thinking on why we would have to upgrade the rrs and door hardware on 2 & 3?
 
Even if not accessible by elev. it is required to do so by ADASAD if work is done on those floors. Door hardware & signage must also comply.
Barrier removal for other than those with mobility limitations.
