Fuel Room is located in the basement ( enclosed parking garage), is there a requirement to provide a vestibule access to such room? your answer & the reference are highly appreciated.

It would be helpful to clarify the applicable codes (ICC, NFPA, etc.) and the purpose of the fuel e.g. standby generator.
