Does not look temp, with the tamper switched installed

At least the hydrant is usable, the gas wells around here tie up the hydrant making it unusable
 
In Colorado, that is a jury-rig for oil field folks to get water, and the AHJ gets their fees off it.
 
Whats the problem.....they have those orange cone thingys! Hope that wasn't supposed to be an accessible sidewalk!....I smell a lawsuit in CA!
 
Is that at a Marina serving a dock standpipe?
No..... it's to a brand new fast food restaurant with big golden arches! I really want to believe that it's temporary, the FDC is on the other side of the driveway, you can see the pipe snaking over the low wall.

You warm weather beach folks do not have to worry about burying stuff, because it is always sunny in california
 
seen them before during construction, temporary "T" spool probably to be removed later. Hydrant more than likely to be lowered to proper grade then but you never know.
