Is this balcony compliant with California Residential Code 312.1 ??

Based on what I can see in the drawing there is more than 30" difference in grade which would require 42" tall guards. They could be added on top of the concrete though so not a complete loss.

Are the large gaps between the pavers a tripping hazard?
Yes, at the time of final inspection when the pics were taken they are. The planter was also empty creating a 70+ inch fall into the box itself. Both of which make a compelling case for a 42 inch guard from balcony walking surface.
