This is a change in the 2024 IEBC for Level 2 Alterations for clarification.

803.4.3

Where a fire alarm system is required to be installed in accordance with Sections 803.4.1 or 803.4.2, the fire alarm system shall be installed in accordance with the provisions of this code, Section 907 of the International Building Code and NFPA 72.

Clarified Explanation: Fire Alarm and Detection System Requirements in Level 2 Alterations

This proposal aims to clarify the requirements for fire alarm and detection systems in level 2 alterations. It specifically addresses Groups E (Educational) and R-1 (Residential) by referencing Chapter 11 of the International Fire Code (IFC).

The first paragraph was revised to ensure consistency with installation requirements found in the International Fire Code (IFC) and International Building Code (IBC). As part of this revision, the language was reworded, and a new Section 803.4.3 titled Installation has been proposed.

The intent of this new section is to specify that installation must adhere to the provisions of Section 907 of the IBC and the standards outlined in NFPA 72. Section 907 includes detailed installation criteria for fire alarm systems, separate from provisions that dictate when these systems are required. The revised language ensures that compliance with Section 907.2, which mandates installation for new systems, is not required for alterations classified as level 2.

Cost Implications

This proposal does not alter the cost of construction. The changes are intended solely to clarify the intent of the code regarding fire alarm installations in existing buildings undergoing alterations. By maintaining a focus on existing structures, the revision ensures that these requirements remain distinct from those applicable to new construction, avoiding unnecessary cost increases.
