MA: Gas fireplace direct vent exhaust clearance around gas regulator

Page 26 lists clearances and says 36" from center of gas regulator/meter, but specifies for Canada. For USA it says follow local or gas supplier. Anyone know if this is the same for Massachusetts or National Grid?

Does clearance M mean sidewalk/driveway on public property only? Meaning could I have the vent only 12" above grade near my paver walkway? Not ideal but might be only option.
 
Our plumbing code (California) requires a 36” separation from a gas pressure regulator vent and a source of ignition.

This is the requirements for SoCal Gas:
