Maximum allowable stories- R2 Occupancy

If the allowable number of stories is 3, does a 2 story apartment within one of the stories now make it a 4 story building?
 
What is the story height of the building? Are you referring to a loft type situation?

Not sure how you would fit two stories within a single story.
 
Keep in mind the following definition....

[BG] STORY. That portion of a building included between the upper surface of a floor and the upper surface of the floor or roof next above (see "Basement," "Building height," "Grade plane" and "Mezzanine"). A story is measured as the vertical distance from top to top of two successive tiers of beams or finished floor surfaces and, for the topmost story, from the top of the floor finish to the top of the ceiling joists or, where there is not a ceiling, to the top of the roof rafters.​

If I have a 16' floor to ceiling height on one story I could make some of the units 2 story units.
I know mezzanines wouldn't count as story but the floor area would be limited.
 
The only way I can see not counting this split-level unit as an additional story is if you can show it as either a loft or a mezzanine.

Otherwise, I would say that you are creating an additional story given the definition I posted.
