Did you ever get a clue from the DIY electrician as to what he was thinking!

Maybe the breakers were tripping so often they moved it upstairs for convienence or something like that.

This is a flood zone and he wanted to raise the existing panel to the 1st floor.

Spoke with the owner in person and he will be hiring an electrician to straighten this out.
