Name the Electrical Violation Photo

This was discovered after a work without permit was called in by a neighbor. Looking at electrical only, what violation(s) do you see? Cite the NEC code for good measure.

Sorry, I thought the grey item coming out of the wall on the bottom right of the photo, entering the hole about 8"-12" up from the closest edge of the hole in the concrete, and proceeding diagonally across the photo until it goes underground was an SE cable.

What is it?
 
356-10 LFNC okay for direct bury if marked approved for direct bury. Is there liquid-tight in that photo?
362.10 ENT okay if placed on sand with approved fittings
