New contractor finishing project

Wondering what the procedure is when a permit is issued to the first party and is not complete and a second party wants to finish the project?

Do you close or void the original permit and issue the second party a new permit or do you just change the contractor out on the original permit?

If permit has expired, do you void and re-issue to new party?
 
We request a letter from the owner informing us that contractor "A" is no longer on the job and contractor"B" has taken over. We then amend the permit to include contractor "B" is the contractor of record.
 
We would do the same as mt, and document where in the process the change in contractors took place.
 
I have changed architects in the middle of a project. Miami. Permitting process was lengthy and difficult. Changed when the permit was issued. No change of gc or MEP which made it a little easier, still had several pieces of paper to submit.
 
New contractor may hit owner for extras related to uncompleted or improperly completed work unless they have indicated in the new contract who is responsible for what. Beware of outstanding liens.
 
I would not recommend modifying - but not voiding - the permit. The original permit gives permission to build in accordance with approved plans and the codes in place at time of permit issuance, and it may also establish related timelines such as vesting of planning discretionary approval rights, future expiration dates on the permit, etc.

The change of contractor has more to do with workman's comp, etc., and therefore a modification of permit is more appropriate.
