NFPA MAQ's and Diluted materials

Doing some digging into NFPA and MAQ's for products and the client brought up a question. how are diluted materials handled.
In many facilities products exist in raw form, but also in diluted form once it becomes part of process systems.

Extreme example, something potentially flammable, when diluted or mixed with enough water, at some point would loose its flammability components.

While purchase material will come with SDS documents, there are not always SDS for any mixtures as they may be proprietary in nature.

Any thoughts.
 
The final product should have an SDS document, so you will have to include both, if applicable to the MAQ's
The final product will not contain an SDS on the compounded solution/product. If a client purchase a powder in bulk, and then mixes on site as part of a proprietary process they will not have an SDS on that compound nor will they have done the testing for lethal dose limits, etc etc etc.
