No PCN (Parcel Control Number) No Permit

On existing structures, do you require the PCN on permit applications, paper or online, and ensure that it matches the County's information in order to issue a permit?
 
We require the assessor's number in Montana. When I worked in Fl in a rural county in the early 90's we required the S.T.R.A.P. number or section, township, range, area and parcel which is easily found on the tax bill.
