I was called out to this for a potential case as an expert witness in another jurisdiction. There is a 42" frost depth in this particular municipality. The excavation was done to expose the foundation. This addition is already settling and has a V-crack down both sides of the interior walls. Construction is not complete. In the middle of the job, before drywall, the BCO issued a permit and not a stop work order. Work was allowed to continue.

The roof is buckled because the osb was not nailed in the centers, just the edges and has lifted up off of the 2x8 rafters of the cathedral ceiling which will never meet the energy code.
