Ordinary Maintenance question

Hey all
I recently read over my city's ordinary maintenance and minor work form. From my understanding, when it comes to electrical work- if I have units in a property already that were pre-existing and I want to swap the actual lighting units then I don't need a permit. Can someone clarify this to me? Also does this carryover to commercial spaces?

I'm not in NJ but I would think the state building code would require a permit which would over rule any local code.
