Oregon HB 2737 (Tiny Homes" Bill) implications on existing structures

From reading over the hearings and notes I may be opening up a can of worm here.

Has anyone in OR seen real-world interpretations of this bill yet? I have an open question my like county (Deschutes) building department but haven't heard back and wanted to see if anyone here had heard if this is actually being used yet and how it is being interpreted.

For example, I have an existing ADU (<200sqft) with super high ceilings that I have been interested in adding a loft to for some time, but never did due to sqftage needed for stairs. HB2737 may open an opportunity for me to hire a contractor and do some reno, but the contractors I've spoken with have been unaware of this... any Oregonians out there that have had any experience with post HB 2737 rules?
