If a freestanding wall of the unit is 8' high would a permit be required?

In PA an accessory structure needs to be 1000 sq. ft. to need a permit.

There are no IRC requirements for minimum clear width in a kitchen unless you have 4 or more dwelling or sleeping units in a single structure.
R320.1 Scope.
Where there are four or more dwelling units or sleeping units in a single structure, the provisions of Chapter 11 of the International Building Code for Group R-3 shall apply.

IRC 105.1 says construct, enlarge ,alter , repair, move, demolish, or change. Our state law amends it to have reconfiguration of space. IMHO, yes needs permit.

I would push to get at least 36" between counters.
