Parallel curb ramps - Which is the code to go by?

I designed a parallel curb ramp based on fig. 11b-406.3.2, min. ramp width is 48" min. width of landing 48", I need domes, yatta yatta.
I got a comment back that it should be designed per 11b-705.1.2.2.2, (one entrance/exit point) min. 72" wide, min. 36 depth for domes and min. 36" depth for "dome free" zone.
They both appear to me to be accomplishing the same thing, what is the deciding that says I should go with -705.1..? I hope it's not my plan checker's mood.
