Pipe Insulation?

Looked at 2015, 2018 commentary, and 2021 code....Can't find anything definitive that cavity insulation can not satisfy the requirements for insulating pipes inside a building cavity....Anyone?

Thanks NS....I was looking more at the energy code than freezing, although there is some crossover there....Good thing they don't hang pictures where those pipes are...

2018 IPC 305.4 Freezing

Water, soil and waste pipes shall not be installed outside of a building, in attics or crawl spaces, concealed in outside walls, or in any other place subjected to freezing temperatures unless adequate provision is made to protect such pipes from freezing by insulation or heat or both. Exterior water supply system piping shall be installed not less than 6 inches (152 mm) below the frost line and not less than 12 inches (305 mm) below grade.

2015 IECC R403.5.3 Hot Water Pipe Insulation (Prescriptive)

Insulation for hot water pipe with a minimum thermal resistance (R-value) of R-3 shall be applied to the following:

1. Piping 3/4 inch (19.1 mm) and larger in nominal diameter.
2. Piping serving more than one dwelling unit.
3. Piping located outside the conditioned space.
4. Piping from the water heater to a distribution manifold.
5. Piping located under a floor slab.
6. Buried piping.
7. Supply and return piping in recirculation systems other than demand recirculation systems.

Looking more at this:

N1103.4 (R403.4) Mechanical system piping insulation
(Mandatory). Mechanical system piping capable of carrying
fluids above 105°F (41°C) or below 55°F (13°C) shall be
insulated to a minimum of R-3.

And whether immersion in the envelope counts....It is specifically discussed for ducts, but for piping it is not and even the 2 sections for mechanical and domestic read pretty differently....

I have found most jurisdictions allow hot water pipes to be insulated by the cavity insulation. You still have to show there is enough thickness around the pipes to meet the R requirement.
