Plumbing air vents location

Does California building code require that air vents must be placed inside the walls for single story residential housing? I looked through chapter 9 (Vents) and cannot find such specification. On the contrary, 906.4 suggests that vents may be allowed to be installed at exterior of a house.

"906.4 Outdoor installations
Vent pipes for outdoor installations shall extend not less than 10 feet above the surrounding ground and shall be securely supported"
